For filming, recording or photographic sessions in any of the nature reserves in Asturias (Somiedo Nature Reserve, Redes Nature Reserve, Fuentes del Narcea, Degaña e Ibias Nature Reserve, Ponga Nature Reserve, and Ubiñas-La Mesa Nature Reserve), this form must be completed and sent via the official register (either online through the official online register channel, or in person) to the Servicio de Espacios Protegidos de la Consejería de Medio Rural y Cohesión Territorial.

In the case of PROTECTED NATURAL SPACES, this form must be completed and sent via the official register (either online through the official online register, or in person) to the Servicio de Espacios Protegidos de la Consejería de Medio Rural y Cohesión Territorial. These spaces comprise the following categories: ZEPAs (Special Protection Areas for Birds), ZECs (Special Conservation Areas), RAMSARs (wetland sites designated to be of international importance under the RAMSAR Convention), Biosphere Reserves, and lastly, Espacios de la Red Regional de Espacios Naturales Protegidos.

For filming, recording or photographic sessions in the maritime-terrestrial public domain (beaches and the coastal strip), this form must be completed and sent via the official registry (either online through the official online registry channel, or in person) to the Demarcación de Costas in Asturias. The authorisation of the Coastal Demarcation will always be necessary, except for those cases in which the occupation of the maritime-terrestrial public domain is not to be carried out with works or installations (fixed or dismountable), nor the enclosure of spaces; and all the elements used are to be removed at the end of the activity. In these cases, the activity is not considered to be subject to the system of authorisations or permits contained in Law 22/1988, on Coasts, which would make the relevant authorisation process by the Demarcation unnecessary.

For filming, recording or photographic sessions on local, county, regional or national roads, permission must be obtained from the competent authorities in terms of ownership and maintenance, as well as traffic regulation and law enforcement authorities, in the event of it being necessary to close the road to traffic.

  • Roads marked in white (other roads): local ownership (town councils).
  • Roads marked in orange, green and yellow (regional, county and local networks): regional ownership (Servicio de Conservación Explotación de Carreteras de la Consejería de Medio Rural y Cohesión Territorial of the Government of the Principality of Asturias).
  • Roads marked in red, motorways and dual carriageways*: state-owned (Ministry of Transport and Environment). *Exceptions: AS-I, AS-II and AS-17 (partial), owned by the Autonomous Region.

For permanent or intermittent road closures, authorisation must be requested from the Jefatura Provincial de Tráfico en Asturias. In the case of filming, recording or photographic sessions which involve the participation of minors under the age of 16, this form must be completed and sent via the official register (either online through the official online registration channel, or in person) to the Servicio de Relaciones Laborales of the Government of the Principality of Asturias. As there is no specific legislation in this respect in the Principality of Asturias, the basic regulations to be complied with shall be those in force under Spanish law regarding artists in public shows, occupational risk prevention and the Workers' Statute.

For filming, recording or photographic sessions which involve the participation of animals on the set, this form must be completed and sent via the official registration channels (either online through official online registration channel, or in person) to the Dirección General de Ganadería y Sanidad Animal of the Government of the Principality of Asturias. A report describing the project (what it consists of, the conditions and duration), the days that it will be taking place and where, a list of animals (number and species) must be attached and sent with the form. The animals must be identified, and it must be clear where they come from.

The use of remotely piloted civilian aircraft, drones, is regulated by the Spanish Aviation Safety and Security Agency (AESA), which reports to the Ministry of Public Works and Transport.

All professional drone operators must be accredited, and it is their duty to adapt their documentation and procedures in accordance with any new legal frameworks that may appear, ensuring these procedures are effectively applied, as well as fulfilling possible AESA requirements, within the framework of the regulatory control inspections that may be carried out.

For filming, recording or photographic sessions in Asturias where use is made of drones, the fact that the flight will not be taking place over areas where drone flights are prohibited or restricted, or over protected areas, must be verified. 

In Asturias there are many protected areas (see ZEPA, ZEC, RAMSAR, Biosphere Reserves, Espacios de la Red Regional de Espacios Naturales Protegidos, etc.), as well as airports, aerodromes, heliports and ports. In all of these cases, the authorisation of the competent administration or body must be obtained.
